TKG env check enhancement to report when last Ansible refresh was done

Now that regular Ansible refreshes are happening, both for real hardware and static Docker container nodes, we should add a check in TKG to report when the last refresh was done (when that information is available). This may help surface particular machine configuration changes that could related to new failures found during triage.

Need to understand how to pull Ansible update/refresh info from machines and incorporate a call to query that in MachineInfo.java.
