LIMIT_LOCK_CONTROLS_TIME server option not working

Hi, I've tried many of the CSP options on my server, but I can't make work LIMIT_LOCK_CONTROLS_TIME in server options ([EXTRA_RULES]). If I set a shorter time, like 10 seconds, it works, but if I set it to more than 30 seconds, it doesn't work. In-race doesn't go over 30 seconds. I would like to find a solution to implement it as a towing system for my competition.
