ply is deprecated

The ply library was archived by its owner late last year and is considered deprecated.
Author recommends moving away from the library.

In scancode it's listed as a requirement but apart from tests (which are using vendored files, as it looks like) I'm unable to find any reference to ply.

So either it can be removed or the implementation requiring the library should be moved to a different lexer

Looking at the history of the requirements.txt file, we can find the following old entry: https://github.com/aboutcode-org/scancode-toolkit/blame/47eb35c521959eda9f191d7a52d018b11aea83fa/requirements.txt#L141-L143 Thus, this is a dependency of spdx-tools. This maps to https://github.com/spdx/tools-python/blob/main/pyproject.toml as well, which lists the requirement on ply. Thus, this issue should most likely be reported and resolved there first.

Currently pinned version 0.8.2 already declares ply as a dependency, so I guess it can be already safely removed here,
while the main work ofc needs to be done in spdx-tools
