Allowing chat to throw tomatoes at the screen by saying "TomatoTime" in chat (the emote that throws a tomato).

Mods have to time !startthrowing for chat to be able to throw tomatoes
Chat has 10 seconds to throw tomatoes
Tomatoes fade away after the timer is up
Anyone can block tomatoes being thrown by clicking a switch (saved in local storage)
Mods can cancel tomatoes being thrown by typing !cancel
