Import css modules without using a typings.d.ts file

configure webpack to be able to import CSS files without having to create a typings.d.ts file. (Not sure if that is the solution)

I'm also not sure why, when I put the typings.d.ts file, that it has to be in the components folder of the overlay page, and that it works for all components and pages. What is most confusing is why that file cannot be anywhere else without causing errors
