[Bug] "Contact Us" link 404's

Bug description

On pages like the Contributing Guidelines page and the 404 page, there are links with the text "contact us". This redirects to a /contact/ page, which 404's.

Expected outcome

I would expect there to be a page with contact details, a contact form, or a redirect to the New Issues page.

Steps to reproduce

1. Go to the the Contributing Guidelines page.
2. Find the link with the text "contact us", and click that link
3. Note that the heading on the page is "Page not found"

Thanks for reporting. Contact page was taken down due to spam so we'll need to remove the link and redirect to issues.

@davatron5000 would you be open to using something like Static Forms? They have a mechanism to reject spam. Having a contact form would be great for people not comfortable with using GitHub.

Otherwise, I'd be happy to open a PR to switch these links to point to opening an issue.
