Staking on Stake Mod V2 - All stakes are orphaning

Describe the bug
All stakes created with the new Stake Modifier v2 branch are orphaning, sometimes a stake gains a single confirmation prior to orphaning.
This is very consistent, and it seems my test wallet hasn't produced a single block accepted by the network running on this latest branch.

To Reproduce
Steps to reproduce the behavior:

1. Unlock the wallet for staking (If encrypted)
2. Disable "Hide orphan stakes" via Display settings
3. Wait for a stake with mature ZNZ.

Expected behavior
Stakes prior to the blockheight of the Stake Modifier v2 hardfork should use the original Stake Modifier still, since these are orphaning, something must have changed in the original code, perhaps an accident while merging PIVX's patch into ZENZO.

Additional context
This was tested with ZENZO Core v1.3.0 on the new_stake_modifier branch, self-compiled binary via WSL Ubuntu 18.04.
