Polygon filters duplicate after editing #148

When editing polygon filters, sometimes they become duplicates (new filter is created instead of a filter being edited).

Here another occurence of the issue. Could this be a race condition?

The above commit (650188b#r151502087) could be a potential fix for this issue. Since it is hard to reproduce, I will keep it open and label it as "possibly-fixed".

Please report here if this issue occurs in versions 2.21.2 or higher.
