Why it doesn't has memory module in picoRV code? Why in the testench?

run It has memory-making code in the testbench, so if we run that testbench, will it work for RV32I instructions. We are trying to run all the instructions given in the ".dis" file taken from the tool-chain setup and want to verify our C code
