coordinator xml data needs to be validated

There was to be some basic error checking on the start and end time in a coordinator job, for example if the end < start the the coordinator job should be succeed, it does'nt launch any wf but still the status of the coordinator job is success, should do basic error checking, the coordinator still allows the user to submit coordinator job with past time stamp and mark them succeed.
