Allow URL suggestions for parsing/re-parsing.

Could be good in cases where there is an error in the submission or a url is no longer valid or someone has a mod and really really wants it to appear on the search index that bit faster.

All this would have to do is add the link to the list of pages that need to be parsed soon.
