Make : Tooltips overlaps the header

Tooltips, when hovering over a glossary item, overlay the header but sit under the wp-admin bar.

Looks like the '.tippy-popper' div has a z-index of 9999 and the wp-admin bar a z-index of 99999.

Would suggest they sit either on top of everything ( wp-admin bar too ) or below the fixed header

Seen in Safari Version 17.2.1
