Raise exception if RWD_DATA folder is empty #55

This can happen if the directory was not mounted correctly during provisioning or if the RWD_DATA environment variable points to an empty/non-existent folder. It's better to detect this and raise a descriptive error instead of letting RWD fail when it tries to load shapefiles.
