Update docker.md (WasmEdge#3874) (#256)

- The latest version of Ubuntu supported by WasmEdge was upgraded from 22.04 to 24.04. [WasmEdge#3874] - Add `manylinux_2_28` as `manylinux2014` was already deprecated.
