feat(ProjectAuthoring): Extract Move Group to Route

Instead of handling move group function inside ProjectAuthoringComponent and template, move it to its own route. See if we can re-use (generalize and re-use?) AddLessonChooseLocation component to let author choose where to move the chosen lesson(s).
