From the post-DwC Hour discussion on 5 Sep 2017, we decided that it would be good to use a vetting system in this repository to "sign-off" that an issue with the "answered" label has been satisfactorily documented to add a "documented" label and close the issue. This vetting system needs to be vetted and documented on https://github.com/VertNet/dwc-qa-manage/blob/master/README.md.
