Decide on Documentation Release Requirements

From the post-DwC Hour discussion on 5 Sep 2017, we decided that a good way to make persistent documents for people to reference would be create GitHub releases. To make this work, we would need to assess whether capturing the existing markdown directly in a folder in Code would be a good way forward.
