All other ROS components are available as APT packages, and this project should be too! The package would probably be called python3-colcon-poetry-ros.

A PPA is a non-option because this package needs to depend on ROS2 packages, and PPAs don't allow dependencies on unofficial packages like that.

There is an official procedure to get a colcon extensions released as Debian package into the ROS repo: https://colcon.readthedocs.io/en/released/developer/release.html.
