23_deprecation_updates branch fails to Build and Run

Repro Steps:

1. Checkout branch 23_deprecation_updates and open the project
2. Open the Build Settings window and select Build and Run
3. Observe the build fails with errors.

Expected results: The project Builds and Run's without errors
Actual results: In order to Build and Run the project, you must first Build only the project.

Reproducible with: 2022.3.7f1, 2023.2.0b4, 2023.3.0a1

Notes:

• Investigated on Ubuntu 22.04 and macOS arm64
• Not reproducible on 2022.3.7f1 when using the master branch
• Could not test 2021.3 with the 23_depecation_updates branch due to water package errors
• BoatAttackFailsToBuildAndRun_Editor.log
