Add possibility for GK-ansvariga to manage GK positions

The positions in various committees that are responsible for the application of GK (group coordinators) can not manage the application since they are applied to a position with role type engaged. To solve this we would have to add two new role type called GK-ansvarig (GK-responsible) and Gruppkoordinator (Group coordinator). Gruppkoordinator would have the same permissions and the role type "engaged" and GK-ansvarig would only be able to manage applications for the Gruppkoordinator role type.

The role types styrelsen, presidium and group leader should also be able to manage the applications for the Gruppkoordinator role type.

Before starting this task, check with various committees and the board if this is a good idea
