Restarting output to netcdf files #42

Currently, if we restart a run outputing to the same NetCDF file, it works if we are restarting from the end of the NetCDF file. If we want to start 1 week prior to what is currently in the NetCDF file, for example, we would end up appending to the end of the file, meaning we get two copies of whatever the overlap in output is. Not sure how to address this. Thoughts @micahjohnson150 @scotthavens ?

Are you wanting to keep the two copies in this situation? Or are you wanting the former copy to go away?
