Add Project Properties to View

In freeing up the interface (i.e. settings that are not needed frequently), can we create a sub-menu within View?

• Input FPS [23.976; 24, etc.]
• Text Encoding [UTF-8, etc.]
• Output FPS [25; 29.97, etc.]

Using Tero Subtitler alpha 1 (1.0.0.0) - Mac 10.11.6.

I'm thinking we should remove the file format drop-down menu because it may not serve any practical purpose (it's really just information, though I'm wondering if that should be retained somewhere).
