UPS must provide a developer REST API sandbox today

How is it possible that in 2025 on planet Earth that a developer with a verified account in the UPS developer portal cannot fill out a simple web form in 2 minutes that allows them to generate test Oath credentials allowing REST API testing against a UPS-provided sandbox?
