Robustify ifmgr_listener.py

There was an OBSFREQ problem at the start of our session today because the ifmonitor script (ifmgr_listener.py) had crashed earlier in the day (unable to connect issues).  The script should handle connection errors more gracefully and try to reconnect once per minute or so until it gets connected.
