FSCharter parked traffic is excluded to avoid displaying parked aircraft on runways

Suggested Solution

Allow FSCharter parked traffic to be displayed, as an opt-in setting

Benefits

This would allow FSCharter players to see the persistent location of their fleets, purely for the cool factor :)
Seeing other player aircraft parked would also help add to the immersion of flying in a live community.

Additional context

Opt-in, with some alt text explaining that you're gonna see aircraft parked in weird places, keeps the whining down (hopefully)
