Pull out heavy dependencies into extensions

The package currently has three components that have heavy dependencies:

• GPU acceleration — CUDA.jl
• SSM log density definition — ChainRules, LogDensityProblems, AbstractMCMC
• Turing compatibility — AdvancedHMC and Turing

These should probably be separated into package extensions.
