On Android, most users will find Quiet's battery usage to be excessive. We should find some low hanging fruit solution to mitigate this. Ideas:

  1. Don't do p2p by default on Android, when on mobile data.
  2. Only do p2p when on mobile data if the server is down, or there is none.
