Add Ballot Measure Contests (3 column layout)

Add Ballot Measure Contests to the existing 3-column layout. Defer single column layout.

Ballot questions can be accommodated in 3 column layout. Single column is not specifically required. There is definitely some logic to do for ballot questions that in 3 col format would span cols and even span page. But if that is not the case for any of these 4 ballots, then it is an item to defer.
