Update builders to Ubuntu 22 #8499

Right now, our builder is set to Ubuntu 20. Starting May 2025 Ubuntu 20 will no longer be "regular" LTS AND GitHub Actions will drop the runner.

We should update our builders to the next image: Ubuntu 22.
