Can the two files
https://github.com/TresysTechnology/refpolicy/blob/master/policy/flask/Makefile
and
https://github.com/TresysTechnology/refpolicy/blob/master/policy/flask/flask.py
be removed?
I do not see them being used.

They are not internally used by refpolicy. In the past they've been used for generating C headers defining access vectors, but I believe they are no longer useful. However, that would need to be verified.
