신청 인원이 아니더라도 랜덤매칭이 되는 서비스가 필요할 듯 합니다.

실제로 요청 사항이 많이 들어왔으며, 현재 시스템은 모든 사람들이 어떤 이벤트를 신청합니다.

추후에는 한 사람이 여러 사람의 인트라 아이디를 넣고 랜덤매칭을 할 수 있도록 구현해봅니다
