It turns into the same kind of meat that beefman limbs do.

Due to the way that beefman limb reattachment is coded, I don't think even a changeling beefman can slot their meat slab head back into their head slot.

I believe this is indeed a intentional feature, as beefmen are.. well.. quite literally just sentient slabs of meat, I think me and @TheSwain had a discussion about if beef men should have a brain or not. If I find it again ill present it here.
