When a user first launches a new version of Alice (3.8?) - ask if they would like their installed version of Alice to be counted.

The Alice Project needs help with data!
You can help us improve our application by allowing the application to send anonymous data that will:

count the number of new installs of Alice 3
count the number of sessions launched
Thanks for participating!

Yes, Count me!
No, Don't send data.
