Install media wiki locally and write README with proper instructions to do so.

In the manual installation process of Media Wiki, they are telling to install PHP to run media wiki which is fine but also to install a web server to serve webpages and a database server like MySql to store the pages and data.
So will the local system also act as server and database? And do we need to install these web server and database server
?
