These tasks do not need completing until after the Loqui API (and maybe frontend) is in a somewhat ready state.

Collect a list of file hashes from the mods folder and uses the Modrinth "Get versions from hashes" Endpoint to find modrinth project/version IDs.
Then using this list of IDs, queries the Loqui endpoint (TBD) to get a list of CDN URLs to the translation resource packs. The mod then loads this using either ARRP or placing it in the resource packs folder and loading it for the user automatically.
