Each release of tendrl should be accompanied by Release Notes

Each release should includes Release Notes that list what the release contains, e.g. new features, bugs being addressed, etc.

Furthermore, it should be linked to the release in https://github.com/Tendrl/documentation/wiki/Tendrl-Releases.
