Purpose of this PR:
On Windows the icon scales poorly at certain resolutions. This is noticeable by in explorer by changing your zoom size.
How to Test:
Change the icon in Windows explorer. Presumably this does not introduce other issues
What Has Been Changed:
Include properly scaled icons in the .ico file.
