At Guelph F2F 2023-05-07 it is suggested that we need clear documentation for community contributions, including the overall process and expectations for pull requests.

Discussion about this at Council meeting suggests that putting this contributor information in a .github repository along with other templates for contributing pull requests, overall default information like licenses, etc c.f. https://www.freecodecamp.org/news/how-to-use-the-dot-github-repository/
