Document the collection import/ingestion process in our infrastructure.

The issue described in #1 appears to be related to either an incorrectly imported collection or a bad cache.

This issue is about solving the former situation.

The process for importing/ingesting a collection is complicated within our infrastructure.

This process needs to be clearly defined and documented on something like a wiki.

It is likely only useful as internal documentation.
If there is any documentation that might apply to the project, then we may want to add that to the appropriate source code repository as well.
