Pairing unreliable unless Windows PC set to "Allow Bluetooth devices to find this PC"

Not an issue now, but I've two Windows 11 PCs. First PC has no issues at all with the setting turned off, second PC refused to pair until I turned on that Bluetooth Setting.

I've not delved deeper into why that might happen. It is a bit odd, but I I thought I'd capture it as it took a while to get the second PC to pair. I tired a lot of things including disabling and reenabling BT.

I may well have just got lucky after making that change, but I'd tried dozens of times and it failed, flipped that, and it worked first time - so I figured it was worth capturing. Maybe I altered some timings.
