Export/Import ROM Database

To play games, i use a USB, thus when i remove it stays intact, but of course with no directory no games are playable. Now i realized that its a hassle to scan all the games starting from the beginning (i have roughly 20k) so to ease this there could be an export/import of the ROM Database, if the ROM isn't there it simply doesn't work, so no hassle in regards to that, but it would mean we could just scan once (if we haven't added anymore games)
