It is important to have noteble NPCs but not all NPCs need as much detail, for example if a player is fleeing from towns guards, characteres that they duldge into should not need all the details like noteble characters
I propose a system that can also generates lesser NPCs both for speed and costs
These lesser NPCs should be able to be transformed into notable NPCs if they are meaningfully interacted with.
