Exception thrown when unsuccessfully sending request to obtain JWT should include status code, reason pahse and/or ResponseMessage for better exception details.
I suspect it will always return a 403, Forbidden, because at least one of the parameters are incorrect, but at least it's a good indication what's really going on instead of just seeing: "Unable to successfully send request to PartnerSystemUserService endpoint. Verify all system user information is correct."
