Requirements:

100/100 Chrome audit
100/100 page speed
HTTPs 2.0 usage
Highest SSL encryption level
No CMS usage (static website generation is preferred (or markdown usage))
TTI in < 1000ms
Offline support/ Service workers/ HTTP 2.0 push
Brotli compression
Ability to implement mobile apps in future

My proposed stack's:

GatsbyJS (https://www.gatsbyjs.org) (have ability to connect GraphQL API backend)
PreactCLI (https://github.com/developit/preact-cli) (100/100 chrome/pagespeed out of the box)
