I've tried to delayed the web service startup, without any behaviour change.
It's difficult to reproduce. Yesterday, I've done countless reboot or power off/on without seeing this behaviour. Today I reproduced it on 2 differents base stations at the same time. 🤔

Jul 26 08:01:10 basegnss systemd[1]: Starting str2str_tcp.service - RTKBase Tcp...
Jul 26 08:01:10 basegnss systemd[1]: Started str2str_tcp.service - RTKBase Tcp.
Jul 26 08:01:10 basegnss run_cast.sh[1845]: stream server start
Jul 26 08:01:10 basegnss run_cast.sh[1845]: stream server start error
Jul 26 08:01:10 basegnss systemd[1]: str2str_tcp.service: Main process exited, code=exited, status=1/FAILURE
Jul 26 08:01:10 basegnss systemd[1]: str2str_tcp.service: Failed with result 'exit-code'.
