DwC Import - feedback/interaction improvements

• Some files take a long time to processes, when user comes back the error messages that flash on the bottom are missed. Create a dedicated section (property: 'persist_errors' type targetting) that if present the errors must be manually aknowledged to close.
• When a file errors (e.g. \r\n style) then include the filename of the erroring file (when I give a zip)
• Create a link to the documentation, "Docs" -> https://docs.taxonworks.org/guide/import.html#darwin-core-archive-dwc-a-import. Maybe an new icon.
• We tried a file that accidentally had 1my lines, all but 300 were empty. Can we truncate files as a pre-process?
• Consider adding a "Gotchas/Before you start" FAQ on docs, e.g. Dates must look like
