Godot version:
3.5.rc5
OS/device including version:
win10 pc/3.65 enso ps vita
Issue description:
when exporting vpk it's not installing through vitashell with error 0xfffffffe. As I looked in vpk missing param.sfo file.
Steps to reproduce:
Editor > Manage editor templates > Install from file > Choose .tpz template downloaded from github
Project > Export > Add preset "PS Vita" > Choose icon (8 bit palette 128x128) > Export project without debug mode
Minimal reproduction project:

I got the same install error and I fixed it by turning on Import ETC2. Following the tutorial on this site
https://homebrew-psvita.blogspot.com/search/label/building_VPK

Next it's turn to: Click on Search and type "ETC2" 
Then click on VRAM compression and mark the box "Import ETC2"
