[Feature]: Consider migrating to RHEA

From this Community post: https://solace.community/discussion/3449/how-to-achieve-topic-queue-mechanism-using-nodejs-amqp the OP mentions AMQP10 JS library (that these samples use) is no longer maintained, and RHEA is preferred. Checked, and AMQP10 not been updated in 6 years, with RHEA receiving active development. We should consider migrating the very few samples we have to RHEA.

I ran the RHEA Hello World, and it worked fine. Also, we should have a TopicPublisher sample..!
