build: rebuild bootstrap dist artifacts

Rebuild bootstrap distribution files to reflect recent source changes:
- Suppress spurious "command failed" errors in bootstrap-smol
- Improved exit code handling in node bootstrap

Generated files:
- packages/bootstrap/dist/bootstrap-npm.js
- packages/bootstrap/dist/bootstrap-smol.js
