We need a way to register the skylinks we manually block based on reports with the DB.
Expose a POST /skylink/block/:skylink and/or POST /hash/block/:hash endpoint(s).

Aside from the :skylink or :hash, we want to have fields for the type of offending content (malware, CSAM, copyright) and the reporting party.
